Who can base an IRP fleet in California
California must qualify as the carrier's base jurisdiction. The carrier must have an established place of business in California or meet the applicable residency test, accrue distance in California, and maintain or make available the records required by the plan and DMV. Vehicle and operational facts must also make the unit apportionable.
- Operation in two or more IRP member jurisdictions
- Vehicle with two axles and gross or registered weight over 26,000 pounds, three or more axles regardless of weight, or a qualifying combination over 26,000 pounds

New carrier and new fleet transactions
A new-carrier transaction creates the IRP carrier account; a new-fleet transaction establishes an eligible fleet within the account. The file can require entity, address, vehicle, title/lease, USDOT, insurance, VIN, tax, distance, agent-authorization, and payment information. Do not send sensitive documents through the public form; staff will provide a controlled document method.
Plates and credentials that may be issued
For an eligible completed transaction, ICP inventory can include apportioned license plates, cab cards, year stickers, CVRA weight decals, and CVRA year stickers. Availability depends on the exact transaction, accountable inventory, required documents, payment, account standing, DMV system status, and any agency review or hold.
Same-day service has conditions
California DMV says ICP participants can offer same-day service for plates, cab cards, and stickers. Same-day service may be available for an eligible, complete transaction; it is not guaranteed. Missing ownership records, VIN or title issues, HVUT evidence, insurance, unpaid fees, account holds, special review, inventory, cutoff time, or system availability can delay completion.
