What makes a vehicle apportionable
IRP is not required merely because any commercial vehicle crosses a state line. Qualification depends on operation in two or more member jurisdictions and the applicable vehicle configuration, axle count, gross or registered weight, combination weight, business use, and exemptions.
California base-jurisdiction requirements
California must qualify as the fleet's base jurisdiction through the applicable established-place-of-business or residency rules, California distance, and record availability. Mailing-address convenience alone does not establish the base jurisdiction.
What Mann can process through California ICP
For eligible California accounts, Mann can process new carrier and fleet transactions, renewals, vehicle additions and deletions, replacement-credit transactions, weight changes, amendments, fleet transfers, cab-card corrections, replacement credentials, and supported account changes.

Permitted credentials can be issued only after the eligible transaction is complete. Inventory, fees, documents, account standing, system availability, and any DMV review control issuance. Same-day service may be available for an eligible complete transaction, but it is not guaranteed.
What can delay a transaction
Title or VIN discrepancies, missing lease or safety-responsibility records, HVUT or insurance issues, unpaid fees, account holds, incomplete authorization, unavailable surrendered credentials, special review, inventory, cutoff time, and DMV system status can change the route or timing.
IRP and IFTA are separate
IRP apportions vehicle registration and produces a plate and cab card. IFTA covers fuel-tax licensing, decals, records, and quarterly returns. A fleet may need both, but neither credential substitutes for the other.
IRP depends on vehicle and interstate operation
Qualification and base-jurisdiction rules depend on the vehicle configuration, registered or operating weight, jurisdictions traveled, established place of business or residency facts, ownership/lease, and who is responsible for safety.
Build an application file that can also support renewal and audit
Vehicle schedules, title/lease documents, addresses, USDOT/MCS-150 information, HVUT evidence when applicable, and distance records should agree. California applicants should follow DMV’s current IRP checklist and handbook.

IRP changes require controlled records

Is IRP the same as IFTA?
No. IRP apportions vehicle registration. IFTA addresses interstate fuel-tax licensing and reporting. A fleet can need both.
What is a cab card?
It is the IRP registration credential that identifies the vehicle and authorized jurisdiction/weight information. Keep the current credential with the vehicle as required.
Can I add or remove trucks during the registration year?
Base jurisdictions provide fleet-supplement transactions for additions, deletions, transfers, replacements, and other changes. Fees and supporting documents vary.
Can Mann issue California apportioned plates?

Is same-day plate service guaranteed?

Distance, jurisdiction, vehicle, fuel/tax, registration, and transaction records must support the application and reported operation under the base jurisdiction’s current rules.
