IRP applies to an apportionable vehicle operating in two or more member jurisdictions when the applicable axle, weight, use, and base-jurisdiction conditions are met. It is not required merely because any commercial vehicle crosses a state line.

California IRP transactions have a direct service route
Mann Registration is an independent private registration service, not a California DMV office. Mann participates in DMV's Interstate Carrier Program for eligible California IRP transactions. DMV rules, system status, required documents, fees, inventory, and account conditions control each transaction.
