Documents for a California IRP registration

A California IRP file must support the carrier, California base jurisdiction, fleet, each vehicle, safety responsibility, tax status, distance, insurance, authorization, and payment. The exact list varies, so use this as a preparation guide rather than a substitute for the current DMV checklist.

California base-jurisdiction evidence

Prepare documents that support an established place of business in California or the applicable residency path, operational records in California, and the address where IRP records are maintained or made available. A mailing-only address does not by itself establish base jurisdiction.

Entity and account records

Use the exact legal name, entity type, DBA if applicable, EIN-related record, physical and mailing addresses, ownership/contact details, and existing DMV or carrier identifiers. Names and addresses should align across source documents.

Vehicle, title, and lease data

For each unit, prepare the title or acceptable ownership record, lease when applicable, complete VIN, year, make, body type, axles, fuel, purchase price/date, unladen and declared weight, unit number, and plate/registration history.

USDOT safety responsibility and VIN verification

The USDOT number and carrier responsible for safety must match the operating relationship and required records. California VIN verification or additional ownership evidence may be needed for particular vehicles or out-of-state records.

Insurance, HVUT, distance, and authorization

Prepare current insurance evidence, Form 2290 Schedule 1 when applicable, actual distance records or the allowed new-fleet basis, and the current registration-service agent authorization. Staff should confirm the exact period and acceptable evidence.

Payment readiness and secure transfer

Government fees and Mann service fees are separate. Do not put sensitive documents, full VINs, EIN/SSN, account numbers, passwords, or payment information into the public form or chat. Staff will provide a controlled document and payment workflow.

Yes. The file must support the applicable California established-place-of-business or residency requirements and operational record conditions.

When is Form 2290 evidence needed?

HVUT evidence generally applies to taxable heavy highway vehicles for the applicable period, subject to IRS timing and exemptions. Confirm the current vehicle and tax year.

Can I upload my title or EIN through this form?

No. The public intake intentionally does not collect sensitive documents. Staff will provide a controlled method after the initial review.
