What does a BOC-3 filing do?

It designates process agents who may receive legal documents on behalf of a regulated motor carrier, broker, or freight forwarder.

Which states require a process-agent designation?

FMCSA requires designations based on the states in which the business operates and through which it passes. Blanket process-agent arrangements are commonly used to satisfy the applicable network requirement.

Can a motor carrier file its own BOC-3?

FMCSA says a motor carrier generally may file only if it is acting as its own process agent and follows the applicable rules. Brokers and freight forwarders may not file on their own behalf.

Does BOC-3 activate authority by itself?

No. BOC-3 is one dependency. Insurance filings, the public-notice period, fees, and other FMCSA requirements may also affect authority status.
