Commercial vehicle and trailer documentation

VIN Verification Coordination

Determine the appropriate California VIN verification path, prepare the ownership documents, and coordinate the inspection required for your registration case.

What this filing does

VIN Verification: a clear path from review to confirmation

A VIN verification is a physical inspection of the vehicle or trailer identification number and other characteristics. California restricts who may complete the REG 31 and which cases a licensed verifier may handle, so the first step is identifying the correct inspection authority.

What we review

  • Why DMV or IRP is requesting verification

What to have ready

Common questions

VIN Verification FAQ

Who can complete a California REG 31?

California DMV says the form may be completed by authorized DMV or Auto Club employees, a California-licensed vehicle verifier, CHP, or another peace officer, subject to vehicle type and record status.

Can every vehicle be handled by a licensed vehicle verifier?

No. California limits what licensed verifiers may inspect. Some salvage, specially constructed, motorcycle, altered, or VIN-problem cases require DMV or CHP review.

What should I bring to a verification?

Have the vehicle or trailer, ownership and registration documents, bill of sale if applicable, identification, and any DMV request or prior paperwork available.
