Who can complete a California REG 31?
California DMV says the form may be completed by authorized DMV or Auto Club employees, a California-licensed vehicle verifier, CHP, or another peace officer, subject to vehicle type and record status.
Can every vehicle be handled by a licensed vehicle verifier?
No. California limits what licensed verifiers may inspect. Some salvage, specially constructed, motorcycle, altered, or VIN-problem cases require DMV or CHP review.
What should I bring to a verification?
Have the vehicle or trailer, ownership and registration documents, bill of sale if applicable, identification, and any DMV request or prior paperwork available.
