PSP can add federal safety-performance context to a hiring decision, but it is a point-in-time pre-employment report—not a current-license check or continuous monitoring service. What PSP shows—and what it does not

PSP includes

PSP does not replace

  • A state MVR or current license-status verification
  • The required FMCSA Clearinghouse query
  • Prior-employer safety-performance inquiries
  • Medical qualification, road-test, or drug-testing evidence
  • Ongoing MVR monitoring or California EPN

PSP is not “PSP monitoring”

PSP is designed for authorized pre-employment screening. For ongoing driver-record visibility after hire, use the appropriate MVR monitoring and, for covered California employers, Employer Pull Notice workflow.

What is an FMCSA PSP report?

The Pre-Employment Screening Program provides authorized users with a commercial driver’s most recent five years of crash data and three years of roadside-inspection data from FMCSA’s Motor Carrier Management Information System.

Is PSP required when hiring a commercial driver?

No. FMCSA describes PSP as a voluntary program for carriers and drivers. A carrier may use it as one part of a broader pre-employment screening and qualification process.

Can I order a PSP report for a current employee?

PSP account holders may request records solely for pre-employment screening and only with the driver’s written authorization. It is not a general current-employee monitoring program.

Does PSP replace the state MVR?

No. PSP provides federal crash and roadside-inspection history; it does not verify current license status or replace state MVR inquiries, annual MVR reviews, the Clearinghouse, medical qualification, testing, or prior-employer investigations.

What consent is required for a PSP report?

The account holder must use the FMCSA-required disclosure and authorization language supplied through the PSP enrollment agreement and obtain the driver’s written authorization before requesting the record.

What if the carrier may reject the applicant because of PSP information?

PSP use is subject to Fair Credit Reporting Act requirements, including applicable disclosure, authorization, and adverse-action procedures. The carrier should use the current PSP agreement and qualified legal guidance for its exact hiring workflow.

Can a driver review or correct a PSP record?

Drivers can request their own PSP record. FMCSA directs users who believe federal safety data is inaccurate or incomplete to the DataQs process for review of eligible data.

Can I send a driver’s personal information through this website?

Do not enter a Social Security number, date of birth, driver-license number, PSP record, or authorization form in the public contact form or assistant. Request help first and use the secure process provided by authorized staff.
