Who should review California EPN applicability

Do not decide EPN coverage from the company name alone. Review the employer, California operating location, vehicle, license, endorsement, ownership, and employment relationship.

Electronic EPN processing is now required

California DMV states that, effective April 1, 2026, EPN participants must submit documents, request and receive records, and pay invoices electronically. Protect requester codes and DMV driver records

DMV restricts EPN information to the approved purpose. Build role-based access, a named responsible contact, controlled downloads, secure storage, retention and destruction rules, and immediate access removal when staff or vendors change.

  • Limit records to authorized staff with a documented business need.
  • Do not combine or repurpose DMV data outside the approved program use.
  • Destroy records securely when they are no longer required for the approved purpose.

What is the California Employer Pull Notice program?

Which employers must enroll drivers in EPN?

California DMV identifies covered categories that include drivers required to hold a Commercial Class A or B license, specified Commercial Class C endorsements or certificates, and certain compensated passenger-vehicle drivers. Applicability also depends on the employer, terminal, vehicle, ownership, and driver relationship.

Is EPN required for a carrier with a California terminal?

California DMV states that an out-of-state business can still be required when it regularly garages, maintains, operates, or dispatches from a California location. The exact MCP and EPN requirement should be confirmed with DMV for the operation.

What changed for EPN in 2026?

Effective April 1, 2026, California DMV requires participating employers to conduct EPN business electronically, including submitting documents, requesting and receiving driver records, and paying invoices through the electronic process.

Do prospective hires need to be enrolled in EPN?

DMV requires the employer of a prospective commercial driver to obtain the current public driver record. If the driver is hired, the reviewed, signed, and dated record is maintained until the driver is enrolled in EPN under the applicable process.

What happens when a driver leaves the company?

DMV’s EPN guidance says an employer should immediately delete a non-mandated driver upon termination and keep the active roster accurate. Covered-employer workflows should reconcile separations promptly under the applicable DMV instructions.

Does EPN replace the annual federal MVR review?

No. California EPN and the federal annual MVR inquiry and review are related but separate responsibilities. The carrier should map EPN records into the 49 CFR 391.25 review without assuming one program automatically completes every federal documentation step.
