Add, remove, or update vehicles on a California IRP account
A California IRP supplement changes an existing fleet during the registration year. Mann Registration can process eligible additions, deletions, replacement credits, weight changes, amendments, transfers, corrections, and supported account changes through its ICP participation.
Licensed California registration service and IRP ICP participant
MANN REGISTRATION INC maintains the California registration credentials needed for its services and participates in DMV's Interstate Carrier Program for eligible California IRP transactions. License numbers are not published on this website.
Independent private registration service - not a California DMV office. DMV rules, documents, fees, account conditions, inventory, and system status control each transaction.
Add a vehicle
Adding a unit requires the vehicle to qualify for the fleet and normally requires ownership or lease evidence, complete vehicle data, registered weight, USDOT safety-responsibility alignment, HVUT evidence when applicable, and required fees. A plate or cab card is issued only after the transaction is complete.
Add with replacement credit
California may allow a weight-fee credit when an eligible vehicle is deleted and replaced in the same transaction under current conditions. This is not a general refund, and unused apportioned fees are not automatically returned. The surrendered credentials and vehicle relationship must support the credit.
Delete a vehicle
A deletion removes the unit from the fleet record. Follow DMV requirements for surrendering the apportioned plate, cab card, sticker, or providing the permitted statement when a credential is unavailable. A deletion alone does not transfer registration or establish credit.
Change a weight group
Increasing or decreasing registered operating weight can change jurisdiction fees and cab-card information. Higher weight can require current HVUT evidence and must reflect the operation; lowered weight must remain lawful for the vehicle and routes.
Amend vehicle information
VIN, year, make, body type, axles, fuel type, purchase price/date, or other vehicle data should be corrected using supporting source records. A correction can change fees and usually requires a new cab card.
Transfer a vehicle between fleets
A fleet-to-fleet transfer is limited to eligible fleets under the same account and California conditions. Fleet type, registration period, weights, and fees must be reviewed before treating the change as a transfer rather than a delete and add.
Correct a cab card
Carrier and vehicle corrections follow different evidence rules. Never alter a cab card manually. Process the underlying record correction and issue the corrected credential through the applicable transaction.
Change a name, carrier type, or commodity class
Entity-name, address, carrier-type, and commodity-class changes can affect basing, operating records, insurance, authority, and other programs. Review supporting entity documents and connected records before changing only the IRP account.
Credential control and common delays
Keep surrendered, voided, issued, and replacement credentials controlled by unit. Title discrepancies, incomplete VINs, tax evidence, account holds, unpaid fees, missing authorization, and unavailable credentials without the required statement are common causes of delay.

What Mann does—and what the agency decides
Mann Registration can help collect facts, prepare filings, organize records, and track follow-up. Mann is an independent private service provider, not California Department of Motor Vehicles, and cannot approve an application, change an agency record without the required process, give legal or tax advice, or guarantee timing or results.
Frequently asked questions
Can Mann add a truck to my California IRP fleet?
Yes, Mann can process an eligible vehicle addition through its ICP participation after reviewing the account, fleet, vehicle, ownership or lease, safety-responsibility, tax, weight, and fee requirements.
Can I remove one truck and use its fees for another?
A California replacement credit may be available only under the current conditions for an eligible concurrent add/delete transaction. It is not a general refund or automatic transfer of every fee.
Can I move a vehicle between two IRP fleets?
Sometimes. The fleets must meet California's transfer conditions and remain under the eligible account relationship. Fees or new credentials may apply.
Can you correct the VIN on a cab card?
The underlying IRP vehicle record must be corrected using acceptable evidence; a corrected credential can then be issued through the appropriate transaction.
