MVR vs PSP vs California EPN
A state MVR, continuous MVR monitoring, FMCSA PSP report, and California Employer Pull Notice record are not interchangeable. An MVR supports license and state driving-record review; monitoring can flag available changes; PSP supplies authorized pre-employment crash and roadside-inspection history; and EPN operates under California DMV employer-monitoring rules.
Use the state MVR for license and driving-record review
The MVR comes from the driver-licensing jurisdiction and supports the carrier’s review of license status, class, endorsements, restrictions, convictions, and other available state record information. FMCSA rules require covered carriers to obtain and review an updated MVR at least annually.

Use continuous MVR monitoring between annual reviews
A monitoring source can help identify available record changes after enrollment, but event coverage and timing vary. Treat an alert as a prompt to verify the authoritative record, assess qualification and dispatch risk, document the decision, and close follow-up. Monitoring does not remove the annual MVR requirement.
Use PSP only for authorized pre-employment screening
FMCSA PSP contains the driver’s most recent five years of crash data and three years of roadside-inspection data from MCMIS. PSP is voluntary, requires the program’s written authorization, and may be requested only for the permitted pre-employment purpose.

Use California EPN for the covered DMV employer workflow
California EPN connects an employer requester account to enrolled drivers and can generate records at enrollment, annually, and after specified record activity. Covered employers must keep the roster, account, security, review, and employment-change process current.
