Fleet-change guide

Adding or removing a vehicle from a California IRP fleet

Adding or removing a California IRP vehicle is a fleet supplement, not a handwritten cab-card change. The carrier must identify the exact transaction, support the vehicle and fleet data, handle existing credentials correctly, and complete the applicable fee and issuance steps.

What the vehicle supplement changes

The supplement updates the official fleet record and determines the credential and fee result. Choose add, add with replacement credit, delete, fleet transfer, vehicle amendment, or another current transaction based on what is actually happening.

Documents for adding a vehicle

Prepare acceptable title or ownership evidence, lease when applicable, VIN/year/make/body/axles/fuel, purchase price and date, unit number, registered weight, USDOT safety-responsibility information, HVUT evidence when applicable, and fleet/account details. VIN verification or other evidence may be required.

Removing a vehicle and controlling credentials

Identify the plate, cab card, stickers/decals, disposition date, and whether the credentials can be surrendered. If an item is unavailable, follow the current statement or reporting requirement. Deletion does not by itself create a refund.

Replacement-credit conditions

Review the outgoing and incoming vehicles together before processing. A California weight-fee credit can depend on an eligible same-transaction replacement, registration relationship, vehicle facts, timing, and surrendered credentials. Other apportioned fees and jurisdiction charges may not be credited.

Fees, timing, and common errors

Government fees and Mann service fees are separate. Incorrect VINs, incomplete ownership/lease evidence, wrong USDOT responsibility, missing HVUT, inconsistent weights, account holds, unavailable credentials, and processing the add/delete in the wrong order can delay or change the result.

After the transaction

Confirm the new or updated cab card, plate/sticker/decal assignment, fleet and unit details, registered jurisdictions and weights, and the transaction receipt. Remove obsolete credentials from the vehicle as directed and retain the supporting file.

How to move forward

  1. 1

    Classify the change

Decide whether this is add, replacement add/delete, deletion, transfer, amendment, or weight change.

  2. 2

    Prepare both vehicle files

For a replacement, reconcile outgoing credentials and incoming ownership, vehicle, tax, and safety records.

  3. 3

    Submit the supplement

Mann processes the eligible transaction and resolves document or fee exceptions.

  4. 4

    Verify the result

Match every new credential and confirmation to the correct fleet and unit.

What Mann does—and what the agency decides

Mann Registration can help collect facts, prepare filings, organize records, and track follow-up. Mann is an independent private service provider, not California Department of Motor Vehicles, and cannot approve an application, change an agency record without the required process, give legal or tax advice, or guarantee timing or results.

Frequently asked questions

Can I add a truck before the title is complete?

Acceptable ownership or lease evidence is required. The exact route depends on the title status and DMV rules; do not assume a purchase document alone is sufficient.

Do I have to return the plate when deleting a vehicle?

Credential surrender or an allowed statement can be required depending on the transaction and item status. Confirm the current instruction before disposing of any credential.

Is replacement credit automatic?

No. It is conditional, applies to eligible fee components and transaction facts, and should be reviewed before the add and delete are processed separately.

Can Mann issue the new cab card and plate?

For an eligible completed ICP transaction, Mann can issue permitted credentials and inventory subject to the account, documents, fees, stock, and DMV conditions.
