Commercial and fleet VIN verification

Truck, trailer, and IRP VIN verification in California

Commercial VIN verification can involve a truck, tractor, trailer, semitrailer, fleet supplement, out-of-state transfer, or first-time California IRP registration. Mann provides eligible inspections in Bakersfield and mobile service in five local communities, while screening vehicle and document issues that require DMV or CHP.

California IRP power vehicles

California DMV states that an accepted form of VIN verification is required for every power vehicle being registered in California IRP for the first time. A REG 31 completed by a California-licensed vehicle verifier is an accepted route for an eligible vehicle.

Commercial truck information to reconcile

The physical inspection and registration records may need to align on vehicle category, VIN, model year, make, body type, fuel or motive power, axle or weight information, and supporting ownership documents. The IRP application has separate fleet, ownership, operating-responsibility, and fee requirements.

Trailer and semitrailer verification

A trailer verification depends on its origin, current California record, ownership evidence, VIN condition, model year, and registration transaction. Not every trailer needs the same verification or registration route.

Fleet and yard appointments

For multiple units, prepare a unit list without sending sensitive identifiers through the public form. Confirm the exact vehicle count, access conditions, contact person, city, and appointment window. An additional travel fee applies to mobile service.

Keep verification and registration evidence together

Retain the completed verification with the title, registration, IRP supplement, weight, tax, insurance, and transaction records required for each unit. The REG 31 does not replace the rest of the carrier’s registration evidence.

What Mann does—and what the agency decides

Mann Registration can help collect facts, prepare filings, organize records, and track follow-up. Mann is an independent private service provider, not California Department of Motor Vehicles, including the International Registration Plan program, and cannot approve an application, change an agency record without the required process, give legal or tax advice, or guarantee timing or results.

Frequently asked questions

Does every commercial truck need VIN verification?

No. The requirement depends on the registration transaction. California specifically requires accepted VIN verification evidence for each power vehicle being registered in California IRP for the first time.

Can multiple fleet vehicles be inspected at our yard?

Mobile fleet appointments are available in the listed communities when the units are eligible, accessible, and scheduled. An additional travel fee applies.

Does a trailer use the same IRP rule as a power unit?

Do not assume so. Trailer registration and verification depend on the specific title, record, use, and registration transaction. Confirm the requirement for the individual trailer.
