California IRP power vehicles
California DMV states that an accepted form of VIN verification is required for every power vehicle being registered in California IRP for the first time. A REG 31 completed by a California-licensed vehicle verifier is an accepted route for an eligible vehicle.

The physical inspection and registration records may need to align on vehicle category, VIN, model year, make, body type, fuel or motive power, axle or weight information, and supporting ownership documents.
