DOT random testing consortium and C/TPA support
Mann Registration provides Bakersfield-based consortium and C/TPA program administration for covered employers and owner-operators, including random-pool enrollment, selections, testing-event coordination, and records. Enrollment does not replace the employer’s Part 382 or Clearinghouse responsibilities.
Confirm who is covered before enrollment
Testing applicability depends on the driver, CDL/CLP, vehicle and operation, employer relationship, and DOT mode. Owner-operator and multi-employer situations need the correct consortium and Clearinghouse roles.
Build the full program, not only the random pool
The program should cover policy, pre-employment testing, random selections, post-accident decision procedures, supervisor training where required, reasonable-suspicion documentation, violation response, and secure records.

Bakersfield administration and collection coordination are different services
Mann is the local administrative contact for program setup, random-pool work, notices, testing-event coordination, and records. Collection, laboratory analysis, MRO review, alcohol testing, and SAP evaluation remain with the qualified service agent for that function.
The Mann office is not represented as a walk-in specimen-collection or laboratory location. Contact the team with the testing event and timing so the appropriate collection path can be coordinated based on current availability.

No. Clearinghouse registration, role assignment, queries, consent, and reporting are separate responsibilities.
Do owner-operators need a consortium?
Owner-operators subject to FMCSA testing rules generally use a consortium/third-party administrator for random testing administration.
Can Mann act as the MRO or SAP?
